Tent Campers? What to Do?

I just got back from a trip to Japan.  There is as much of a homeless population there as here.  There seems to be a tolerance of such behavior more there than here.  The campers there seem a good bit more tidy than here.
So what to do?  The tent campers along the banks of the French Broad River are Tent_camper_on_the_progress_site__2 discreet.  You might never know they are there.  Yet, every spring when they migrate back here, there is a spate of break-ins in the neighborhood.  Coincidence? not sure.  Live & Let Live? not sure about that either.  Any one have any good council here?
The first two photos are Asheville, the third is Kyoto, Japan on the banks of the Homeless_in_kyoto_1_72_2 Kanagawa River that runs between downtown and Gion, the Geisha District.  In 2006, Kyoto completed a new riverway project that runs through town for about 12 miles. It is a lovely place to visit.
